The banks don't always say Yes. As a matter of fact, they say "No" more often than they say "Yes". However, it doesn't mean that this is a bad loan, it just might need that something about the loan, or the property, or the borrower doesn't fit the guidelines of this particular bank, which prohibits the lender from funding the loan.
